GANDHINAGAR: The delay in approving amendments in the Education Cess Act has had a telling effect on the state's revenue from the education cess, amounting to around Rs 125 crore per annum.
It is learnt that over the past five years, Ahmedabad Municipal Corporation (AMC) has suffered a loss of around Rs 50 crore, which it used to get from the state government as its share from the education cess.

All because the government had failed to make the necessary changes in the Act in accordance with the new system of computing property tax on the basis of carpet area.
AMC had submitted a proposal to the government in April 2001 ��� to evolve a new formula to collect education cess on the basis of the carpet area of the property ��� which has been gathering dust in Sachivalaya for reasons best known to the authorities.
As a result, AMC has not been able to get its education cess dues from the government since April 1, 2001. The state urban development department has also not taken any decision on the matter yet...

And in absence of new amendments, the civic body has not been collecting education cess because the old system ��� of collecting cess according to value of the property tax that can be rated ��� has been discontinued.
The state government had been collecting 5 to 15 per cent of the education cess from the municipal corporations and the municipalities. The revenue from the cess is around Rs 100 to 125 crore per annum.
When asked about the inordinate delay in clearing the proposal on amendments in the act, a senior official of the urban development department said, "It is just because the provisions of the amendments in the act are still under consideration and nothing else."
